The first step, of course, should be to evaluate your skin and hair type so that you can search for a formula that fulfills your unique requirement. - Safety comes first, price is secondary
Although finding a cheap product will save you a few dollars, if the product contains harmful ingredients then it is not worth the price, however cheap the product.
